walnut trees (Rex )

I have two walnut trees, one is about 4mt the other about 1.2mt the small one has had one nut on it two years in a roe, the other one nothing. the small one gets what looks like catkins 50mm long, they stat green then turn black, then nothing. what should I do to get them fruiting. Can anyone help.
