Saggittaria latifolia (jules)

My Sagittarius is lookjnvhealthy. it has several yellow leaves. It is in its original pot in about 8 " of water., Planted this April.Should I tell at in a larger pot for more growth? Not certain if will bloom this year. Disappointed as my other pond plants are doing well.
